Fix bad sectors during windows install?

Hi guys, I have a quick question and I'm hoping for a quick answer. I have bad sectors on my drive and I'm reinstalling Windows. I was wondering if it would use those sectors or would it ignore them, do I have to do a full format to do that? If so, how to do that without Windows installed?. Thanks!

BTW I'm using win 8.1 Pro, I have a WD blue 1TB
