Mobile Phones, Newegg, and International Travel

I am searching for an unlocked smart phone for my elderly father's trip to Europe. Using Newegg as comparison shopping but having a little trouble with their Specs sheet. 

 

What does newegg mean by "compatible carriers"? if I used it out side the US on a different carrier would it work? The phone is unlocked so it should work on any GSM/LTE network that has the right Bandwidth, right? 

 

Also any opinions of good vs bad mid range (ie 100-250) phones are welcomed. Or if you have been to Italy and have opinions about carriers.

 

Is Blu a okay brand?
