Lets take two Gpus GTX 970 and 980. My question is how much percentage of gpus is used while playing the same game(say ACU), Will it be different for 970 and 980 ? say 970 uses 80% and 980 uses 70% and 970 will have lower fps than 980,if we increase the gpu usage of 970 can it attain same fps as that of 980?

you can say a 970 is 80% of a 980. gpu usage can 100% on both without vsync. 

yes and no can we attain the same result. if we max out both games we will get very similar results, if the 970 is struggling chances are a 980 isn't going to be far behind.  a good overclock on a 970 can give you very similar performance of a 980 at the moment but,as time goes on the less rops, ects will have more of a effect. till we reach a point with the difference isn't enough in "todays" terms and they are weak sauce, both wont run game like you would like. this depends on how you like you setting, aa , resolution.
