You can try to DIY something like this with standart rubber bands:

I have 2 wd 1 tb blue's in my system and they are loud as fuck. I have them mounted in the drive caddies on my nzxt phantom 530. Do you guys have any idea how i can make the hdd's quieter (vibration mod etc). It has to be cheap and relatively easy to do. Bonus points if you can recommend an extremely cheap sound dampening material to cover the inside of my case with.

I used ME50SK PYRAMID as sound dampening material because it is not flammable and a good wide band absorber. You have to cut it by yourself, but it is cheaper than the "specialized for the case XY" packet.

But basicly avery foam will do the job.

Mineral oil and 40 kg aluminium heat sinks are a perfect combination: 73 cores and a Titan X, Twenty Thousand Leagues Under the Oil

@Stefan1024 one more question, im thinking about ordering some foam what are the advantages of 4lb density over 2lb. Is it that much quieter. lso does the foam need to be fire prrof. This one doesnt state if it is http://canada.foambymail.com/VA/polyethylene-foam-roll.html

I my build the foam is very close to the hot components. Some cheap ones shouldn't be heated up over 50°C. And the non flammable one was only 10$ expensiver so I went with it.

The one you selected can only withstand 82°C for three hours.

I have no experience with the desity. Get whatever you prefere. But the thicker the foam the better.

If you aren't placing a larg amount of weight ontop of the foam the 2lb stuff will tend to absorb sound better but if you want to line the side panels denser is usually better in dampening noise. As for the foam it should have a flame retardant in it so there is no risk during a fire or sparks.
