Its getting so annoying. I can't run anything as administrator, I can't open up .exe files, and I just wanna throw my PC out of the window. I know there has to be malware but I can't open up malwarebytes because of error. Woopie-do. I've done that UAC registry and it still won't work.

get your harddrive, ssd or whatever out of your pc and connect it up to an other pc and check to see whether your drive isn't failing with something like hard disk sentinel

If it's malware then you could try using an AVG rescue CD or something similar. What it is is a botable CD with an antivirus on it. You won't have to touch your broken windows install.
