I would look at getting it anodised, so you dont lose the cooling performance. In the UK, you can get a company like http://www.anodising.com to do it for you.

Or, just buy a black CPU cooler.

 

If you are buying paint, might as well just buy the thing pre-assembled and avoid the hassle of doing it yourself. Beside, it would have much better cooling performance.

He clearly wants to save some money. If he could buy a black cooler, he probably wouldn't be asking us about painting a stock heatsink.
