I am looking for a good IPS panel for under 200. It will be my second monitor and used for art, photoshop, and youtube. It needs Vesa compatibility and decent color accuracy.

That could definitely work.  My friend recommended this U2412M.  I don't know if it is worth $100 more.

That's an older model, it's been replaced by the U2415.
