new mouse

so i just bought a new mouse (maxxter)

But it doesn't work the blue leds do light up but nothing happens if i move the mouse.

device manager says : Unknown USB Device (Device Descriptor Request Failed)

any fix i already tried the usb 3.0 and restarting the pc countless times.
