When I got my Lenevo G480 last may 2013 ( i3, 4gb ram,750gb hdd and 630m 2gb) I was able to play dota 2 with 100% rendering, Max textures and low shadows and I get a stable 60-80fps. Now Im only able to play at 30-40 fps with 70% rendering, with the lowest possible texture and shadow setting)

When reformating my laptop I make it sure that its clean, and I download everything, no backups

I opened to my laptop to check dusts and my 1week cleaned pc is much more dustier than my laptop.

What remedies are available?

It could also mean the thermal paste is failing and the laptop is approaching thermal throttling.  Have you checked the temps while playing to see what is going on? It is not uncommon for laptop paste to dry out much quicker then their desktop counterparts as they run hotter almost all the time.  I would grab hwinfo and watch your temps while gaming and see if that could be an issue.  If need be grab some decent paste and do a repaste and see if that helps.

The other side of the coid in games do upgrade their graphics over time and it is possible that your GPU is just falling behind although it usually does not happen that fast.  the 630m isn't a high level powerhouse but the drop your describing does sound a little much.
