NEED HELP!

I'm building a system for my cousin and I'm having major issues with the mobo. It's a Gigabyte GA-EP43-UD3L and it's not posting a bios. I've tried swapping around RAM, but when I pull them all, it gives me a beep code. Now I assume the RAM is good, I've also tested the voltage of the CMOS batt, and its good. Any and all recommendations are good. Oh and I also tried with two different CPUs, a Core 2 Quad and a Core 2 Duo, the Duo I know 100% is working perfectly. The PSU is a brand new Corsair CX600 so I doubt it the PSU undervolting the board. All connectors are all nice and hooked up. Please help!

Is it in a case?

Good news is the mobo likely isn't dead since you can get some noise out of it.

When you start it up do the fans spin?

Yes it's all installed into the case. The fans take a second, but spin up. It will take about ten or so seconds then it will shut down and restart over and over again.

Yes sir, had the cooler installed and everything. Everything was all nice and hooked up, but kept not posting and restarting.

Solved! Turns out, trusting my cousin to buy parts was not the best idea. The RAM he bought wasn't clocked at a fast enough speed to post the bios. Put some new RAM in there, then BAM. Posted bios. Thanks for the help guys!
