Server issue

My family and i run a home business. We needed to move the server the business runs on from one house to another simple right? Well we get home and start to set up the machine and for some reason the system does not power on. Their are two leds flashing on the motherboard so im guessing its getting power i does know actual specs but it wont power on when we hit the case power button.

 

Help please.
