Personally, I'd rather have an Intel CPU over the AMD. AMD are great for lower budgets(currently anyways)...but as you can afford a 4690k or similar - performance will be better with Intel

I recently decided to switch from console to the PCMasterRace but I'm stuck with a Dell Potato. I wanted a build that could play almost all games or all games at maxed out 1080p ~60fps and under or about $800.

Yes, any Z97 board will. You can probably get CPU to ~4.5Ghz or so...and around 1.5Ghz for the core clock on video card. 

If you don't like the color scheme or anything with that MOBO, you can get any other Z97 mobo. That one was chosen due to pricing, performance isn't a big factor with Mobo's - choose the features/looks you want

Two builds.  If you think you would ever live stream or start making videos the Xeon has hyper threading.  If it is purely gaming the i5 will be enough.

 

If you live near a Microcenter, you can save a bunch off of the CPU and motherboard... maybe other stuff too.

The Xeon games just as well as the i5 or i7 (clock-for-clock)... I would personally lean towards it.
