i would opt for a 650w psu.

A 500w psu would be capable of doing this, but it will be maxed out under load, wich is never a good thing.
You will get a lot of heat & noise, instable voltages and the lifetime of the psu will go down drastically.
Spend the extra few bucks on a better PSU, never cheap out on a PSU.

if you buy gtx 960 you will be fine with your current 500w psu , even though it´s rather low quality unit .
total system power consumtion will stay below 350w even if you will overclock your cpu .
if you choose to get amd 280/285 or 280x i would recommend to buy some XFX core edition PRO or TS series unit
(550w or 650w model) or seasonic EVO line unit (620w will do) .

i7 8700K , Z370 K6 FATAL1TY , GTX 1080Ti rog strix , NOCTUA NH-D15S ,
2x16gb DDR4 3200MHz/cl16 , FRACTAL R5 window , EVGA G3 750w gold ,
480gb m.2 NVMe WD SN350 + 500gb SAMSUNG EVO 850 ,
creative sound blasterX AE-5 Plus , MSI Optix G241 , WINDOWS 10 PRO

consider buying amd r9 series video card only if you will buy better psu along with it .
you should be able to get some XFX unit (at least 550w) in your price range .

search for the seasonic (evo: 520w (40A on 12V rail) , S12G 550w)
antec (true power classic (TPC) 550w or high current gamer 520/620w) ,
rosewill capstone ...

those are very high quality units which should be on the edge or rather little above your budget .
but they are worth little extra money .

less awesome and cheaper units you could consider are :
evga 600B , OEM seasonic product line , cheaper antec units (preferably those made by delta) ,
corsair CX units (but i would personally try to avoid them if possible)

i7 8700K , Z370 K6 FATAL1TY , GTX 1080Ti rog strix , NOCTUA NH-D15S ,
2x16gb DDR4 3200MHz/cl16 , FRACTAL R5 window , EVGA G3 750w gold ,
