Ram Problem

When starting up my computer the ram usage will already be at 20%, which makes no sense, as I have 16GB of ram. Throughout the day the ram usage gradually increases to 50-80% used while only having as little as 1-2 chrome tabs open. I ran Malwarebytes and no viruses seemed to be causing the problem. The task manager also has some inconsistencies with this as well here are some examples:
