The Elder Scrolls Online: CPU Usage

For the life of me, I can not figure out what to do about this game. Here are my specs:

 

i5-4690k @4.4ghz

R9-290x Lightning

8gb DDR3/1866mhz

Intel 730 SSD

 

It appears to run core 3 into the ground. Shouldn't be a big deal, but I'm clearly being bottlenecked by my CPU. My GPU ranges from 0%-70% depending on the area. Yes, I said it spikes to 0%. While core 3 on my CPU ranges from 80%-100%. This mostly happens in towns. And in these towns, I can see a FPS as low as 31!

 

I'm assuming there is nothing I can do, but I figured that maybe there were some tricks that I'm unaware of and/or can not find anywhere online. Realistically, I can not see a reason why it's running anything but a solid 60fps at all times with a system like this and a mediocre game when it comes to graphical demand.

 

Is there anything I can do?
