i saw alot of streamers do it and i did it my self but idk how to do it on hdmi cale connected o monitor :\

I think most CS:GO streamers who play at 4:3 see the black bars on their screens, but stretch it out with their streaming software, like OBS, so only the audience can see it stretched.

no streamers/players play at 1920x1080 stretched you cant because its a 16:9 resolutions well unless you have an ultra wide monitor ofc but a lot of them play stretched 4:3 resolutions because it makes the body models look bigger are you sure you don't mean 1290x960 or something?
