Problem One Drive Processing Changes, blue refresh

so my one drive won't stop processing changes.

exit 

rebooting don't fix it

 

thier was a CMD command in windows 8.1 to reset/turn it off turn back on 

but i can't seem to find it anywhere on the internet anymore

Im on Windows 10 btw, but this problem happened on window 8.1 too

any fixes without a new user.
