lets say i bought this game from steam then someway somehow the hdd where the game is installed is broken and is replaced by the new hdd

 

so do i have to buy the game again in order to install it back?

No. The Game is linked to the Steam account not the Computer.

No you can download steam again and log in and install your games. your game purchases are linked to your steam account
