Motherboard not recognizing any CPU

I decided to have 1 last attempt at getting my P5Q Turbo working and after running through the checklist several times (turns out that it has black thermal tape under the VRM heatsinks which partially disintegrated-the VRM wasn't burnt) I've narrowed its problems from the RAM (tried 6 different sticks in each of the 4 slots-the mother board powers up, turns off then turns back on and doesn't post so the Bios is still recognizing changes to the system), graphics cards and the PSU to the CPU. I've tried both my Pentium 4 630 and Core 2 Duo E8500 (the bios is the latest version BTW, and all bios versions accept the Pentium 4) and the CPUs and VRM don't even get warm. What could actually be the problem with it, and what else could I try?
