windows 8.1 and update

i'm not quite sure why but i can't update my windows but last time i did it failed, twice

 

and now i can't change freaking settings

There is a service which needs enabled. Check your services for Security and enable it. Or user accounts.

 

Just check through them all, anything relating to user account control or security needs to be enabled.
