Z87 Pro issues

This board is "finiky" it posts sometimes and other times it dosnt.  I just got one for 140$....RMAed it the first day.  When the next board showed up, I had the same problem.  I realized that I could get the board to boot if

I used my 80 plus gold 1300w rosewill PSU, and installed a heatsink with screws that were barley tightened.

The board would not post if I use either a push pin heatsink, or any other PSU. (800w rosewill libertas from 2010 still working, and a corsair 750w from 2014)

Whenever I restart I get the "FF" on the post code indicator and I have to manually unplug the computer and restart it...very odd.  Havnt had time to update the bios on it but I hope that fixes some issues.
