Hi, I have been trying to solve this issue since November 2014 with aid from various websites but nobody has been able to find a solution. I even made a thread here before, but it didn't help. Since then I have been slowly narrowing down the possible causes but at the moment I am at an impasse due to running out of ideas. 

 

Basically...

at some point, not sure when, this issue starting happening where whenever I moved a piece of software from one monitor to another it would have fps drops and look bad.

This video shows that. Notice it looks to be 15-30fps while crossing over?

Secondly, if I moved something intensive, again using Geforce Experience, the mouse de-syncs from its original location.

Both the monitors are 60hz.

 

One if a BENQ RL2455HM, the other is a ViewSonic VA2216w. Benq is using an HDMI cable. Viewsonic is using VGA into a DisplayPort adapater. I have also tried a dvi-d adapater.


Now, this leads onto the main issue that I assume is slightly related. The whole of everything on my PC randomly slows down to 30fps or less (I don't know exactly because I can't monitor it but it feels to be slightly less if not exactly 30fps). Watching a youtube video? 30fps. Moving windows around? 30fps. Playing some games? 30fps.

I have literally no idea what is causing this atm. 

Perhaps the most easiest place to notice this is Dolphin. With V-Sync on it dives to 30fps and shows it on dolphin and while looking at msi afterburner the usage is practically 0 while it does this. https://i.imgur.com/O3Q98OJ.jpg

Notice the spikes on the usage? That pretty much correlates with the dips. 

Without v-sync it does the same except it doesn't show 60fps on Dolphin but instead simply feels like it. 

I noticed however that it doesn't do this anywhere nearly as much as it does while having a youtube video playing at the same time, and visible on my 2nd monitor.

The start is it alternating between 30 and 60fps for some reason and is followed by me turning off the youtube video. 

It does it in WoW too. Locks to 30 randomly, and the gpu usage skyrockets downward for a few moments and then goes back up again.

Sometimes it doesn't do it as severely as others I have no idea what the correlation is.

Now then.. onto thing's I have actually tried.

It wasn't my CPU/Mobo as I tried new ones. (I hope)
It wasn't my GPU as I have changed that from a 970 to a 290x. (I hope)
It wasn't my RAM as I have changed that.(I hope)
It wasn't my drivers as I have reinstalled them countless times.(I hope)
I have also re installed Windows itself 3 times now.(I hope)
It isn't the monitors themselves as I have tried both of them in different combinations with a 3rd one, and it also occurs on a single monitor as well.(I hope)
It isn't my PSU as I have tried another one as well with my old gpu and it was STILL doing it.(I hope)

Whenever I do anything related to GPU drivers/replacing I always use DDU.

I have tried my RAM in different dimm slots now too. 

The issue also occurs if I take out my GPU and simply use the integrated intel graphics on my cpu.

Windows is running on an SSD.

Monitor, as far as I can tell isn't using dyamic contrast or overscaning etc.

I am actually running out of things to test, and I have no idea what's causing this VERY annoying issue. 

Now I posted in this sub-forum, but I have literally no idea what the hell is wrong and this one seemed to cover the most ground.

Have you run a memtest?

Have you reinstalled windows?

Have you tried a software such as displayfusion?

 

Did you actually read what I wrote? :(

 

I will run a memtest when I get a chance, but having tried 3 different sets of RAM in different DIMM slots I am skeptical this is the issue.

Yes. 3 times.

Haven't heard of that but will have a look.

 

 

@Jacob29 Dolphin is a CPU intensive program, as every emulator that you can try, so GPU is not necessarily under heavy load all the time. The mouse behaviour and lower fps when dragging stuff from one screen to another seems normal to me. That 30fps roof is kinda strange, can you try to kill Desktop Window Manager Session Manager process and check your framerate again?

 

Yeah I am aware Dolphin is fairly CPU intensive. But it's still curious that every time my GPU drops to ACTUALLY ZERO usage it suddenly locks it to 30fps with v-sync on, or displays lower than 30fps (although states its 60fps) with v-sync off.

 

 

What do you mean mouse behavior and lower fps is normal? I have asked like 10 different people about this and they don't have anything like this. Funnily enough, this issue has also disappeared for some reason but I was merely giving a little history to my problem. 

 

Will try killing DWM.

 

Alright I tried it. So it's basically just removing Aero, aka v-sync too.

 

Which I noticed a few months ago was basically the cause of this. Although it does cause CRAZY screen tearing on windows.

Yeah I disabled the iGPU in the Bios as somebody suggested elsewhere (trying to get as many people as I can on this case). 

 

Ah right, yeah I can see that being the case. But yeah anybody I talked to with a similar/slightly worse PC had never even heard of this.

12GB of RAM? Are the mixed kits at equal timings and speeds? What kit(s) do you have in there and what is their size?

 

That's really the only thing that's sticking out like a sore thumb, although the symptoms are certainly odd for a RAM issue....then again, RAM can do crazy things.

It appears that yes.. it does reduce the core clock slightly while the 30fps locks are occuring. 

 

This isn't limited to only video games though. If I have a youtube video open (it seems to cause the issue to occur more often when I do) I can simply be moving a notepad file around my screen and I can notice it get the same frame drops, so it is affecting literally every single window.

Yeah it is 2 different kits sadly. But the dxdiag is slightly out of date. I was only temporarily using an extra single stick of 4GB as I was playing a rather memory intensive strategy game.

Since then I have taken it out and this issue still occurs (and it occured before I put it in).

No more ideas? :(

 

This has seriously made me want to quit PC gaming due to how annoying it is...

 

and with literally no idea what the problem is.

 

I replaced my CPU, my motherboard, my GPU, my PSU even my RAM and I am still no closer to finding a solution..
