I just built a new pc using the i5 4590. My previous build was using a i7 950. For some reason my usage is staying around 35~40% while just browsing on chrome, and stays at 100% while gaming. The most my previous cpu ever hit was maybe 65% or so. My temps are crazy low thanks to a h100i, around 35~50c under load. My question is should I be concerned? I am not bottle necking at all. Both builds were using a gtx 660ti. My frame rates are much better. Just worries me to see it sit at 100 for so long.

Out of curiousity, is this running the same windows installation as before? Or did you re-format for a fresh go of things? I only ask because I ran into this issue a few weeks ago with a customer. (Windows 8.1) It was using 100% cpu at times when it just simply shouldn't. Especially for the hardware involved. The cause of the issue ended up being an antivirus program installed via ninite.com. For whatever reason, something didn't get configured correctly(I assume) on install. Downloading the program standalone fixed the issue. Might not be related, but just some food for thought.

I actually did just throw my main drive in to the new build with an install of windows 8.1 already on it, just to save time. Everything worked for the most part, some games would crash but I had the system lock up 2 times in about a 4 hours span. So then I reinstalled windows from scratch. I'm actually still getting all my programs and things installed now but I am still hitting 100% usage when in games. I have only tried Bad Company 2 and CS:GO since the fresh install, but still 100% load.

Could I bug you for a screenshot of task manager processes? Will help isolate what is using the CPU so intensively(system, apps, services, etc)

Here are a few things i would try:

1)Enable multi-core rendering in CS:GO, you can also set your launch options to "-threads 4" to ensure it uses all the cores.

2)Limit FPS - You might be getting very high FPS with the CPU upgrade(150+) causing the CPU to do more work than is necessary(FPS is useless past monitor refresh rate) You can limit FPS via the console with "fps_max #"

3)As weird as it sounds, make sure your power settings for the GTX 660 Ti are set to "maximum performance" rather than "adaptive" in your Nvidia Control Panel. This option might have been reset after the fresh OS install.

4)Try using the Geforce Experience downloadable optimization settings.

EDIT: Got bored and decided to run some tests myself, as I use a similar build. Using: i5-4690k, gtx 760, 8gb 1333mhz ram, 500GB HDD, MSI-Z97x-SLI

Ran game at 2715x1527 DSR(1920x1080 native) with highest settings, receiving 250-300 FPS on either 64 or 128 servers. I have multi-core rendering enabled, video card set to max performance, and im using the downloaded geforce settings for CS:GO

Conclusion: Something is definitely hinky in the OS (IMO)...might be worth scanning with malwarebytes to ensure nothing slipped in at some point.

Just ran malware bytes and nothing was found. I already have all of my launch options setup for GO. It still will be at 100% for every other game even if I got GO to not use 100% cpu. I really don't want to have to reinstall windows again just to be back where I am now lol.

From your original screenshot, task manager is reporting chrome using almost 40% CPU. One tab of Twitch should not cause this.

 

Verify your CPU is being read correctly within the OS, it should show 3.0ghz in the performance section of task manager: http://i.imgur.com/SLn1VW3.jpg

Try to further isolate the CPU usage using the resource monitor, it provides more information than the task manager view: http://i.imgur.com/qA70bkF.jpg

If the resource monitor is also stating that chrome is using a large amount of your CPU, try to further isolate the issue within chrome. You can view chrome's own built-in task manager by pressing "Shift+ESC": http://i.imgur.com/5Gwkjqs.jpg

 

If you are already using 40% of the CPU just browsing the web, it will be hard for any game to use what's left and not be maxing out the CPU. While this isn't necessarily a problem for the CPU, there isn't a reason to leave it in this state knowing it can be resolved(IMO)
