My computer has been fine for quite a while, no hiccups at all.  I keep my room pretty cold (and I mean cold).  My CPU temps right now are in the low 20s.  Lowest I've got them from just having my room cold is something like low teens.  Anyway,  I go to start my computer today... it starts... the monitor doesn't turn on right away.... after about 5 seconds the BIOS shows.  Computer restarts itself and the monitor is on from before.  Loads BIOS again but this time the BIOS has a loading icon when trying to proceed to Windows.  After I'd say... 5 seconds (give a few maybe), it launches to Windows.  It's freaking me out because I spent a lot of my money on this computer.  I've had it for about 3-4 months now with no issues.  It was completely fine last night.  I just went to bed after turning it off and this happened today...

 

My hardware:

 - Motherboard: MSI z87 Gaming 7

 - CPU: 4790K @ 4.0GHz [Liquid Cooled w/ h100i]

 - RAM: 16GB @ 1866MHz.  1333MHz now from resetting BIOS.

 - GPU: EVGA GeForce GTX 780 Ti Dual Classified

 -  SSD: Samsung 850 Pro.  

 - HDD:  WD 1TB Black @ 7200RPM.

 

I have not overclocked anything (other than RAM I guess when I set it to 1866MHz).

 

NOTE:  I do have performance options enabled for my SSD in Samsung Magician or whatever the app is called.  But that's never been an issue.   Oh, and I also tried to update my BIOS to 1.8 from 1.6.  I used the app MSI Live Update 6.  I've updated my BIOS before from it, but this time it acted as if everything is fine.  In the BIOS it says it's the new version, but when I look at the app, it says incomplete.  I can't re-download it or try to install it again though.  But I did this after the problem was occurring hoping to fix it.

I would check to make sure that all your drivers are up to date. I once bought a new graphics card and thought it was DOA because there was no display, but after waiting like 3 minutes it started working. After updating the drivers to match the card I'd installed it started booting normally.

Perhaps try to flash the CMOS  if you haven't already?

 

Try to look for the latest BIOS patch, and install it via USB if your MoBo supports that.

 

Try to get into the BIOS or at least the boot-up screen.

 

Also, check all your chipset and MoBo related drivers, and check if they're up to date.

The computer seems to run absolutely fine.  I was just stating what happens when booting up now.  I just got done playing Saints Row 4 on Steam.  My drivers are up to date.  I make sure I do that.  My BIOS wasn't, but I did update it to see if it would fix.  In BIOS, it is reading version 1.8, which seems to be the most recent.  I just don't like the process that happens when starting it up now.  I have an SSD.  I usually am at Desktop with EVERYTHING loaded in 12-15 seconds from powering on.  Now it's like 30 maybe more because of it booting twice, then loading after hitting the BIOS a 2nd time.

 

I'm gonna shut my computer off now and restart it.  It may have been really cold or something,  I don't know.  Since I've been playing a game since posting this,  I'mma see if it changed cuz it's warm now.

 

 

EDIT:  When it starts up now, after about 5 or more seconds, the monitor turns on.  It puts me at a black screen.  It pretty much tells me how much RAM I have, some stuff with the USB ports, and the detected drives.  Then it says 'Run Setup' or 'Continue'.  If I run setup it goes to BIOS.  If I continue, it puts the BIOS screen (as a normal boot would) then puts me at Windows login.  This is quite strange.  It's not restarting itself now, but it's doing this black screen stuff.

I would check if the newer version of BIOS has an automatically enabled setting that performs a full system check before booting into Windows. Also do you experience any problems while shutting the system down? Maybe you can see the log for any unusual activities.
 
I could also suggest doing a full system stress test to see if the problem comes from any of the hardware. Check the storage drives if they are at full health. Each manufacturer has their own tool. I would recommend using WD Data Lifeguard Diagnostic tool for the WD Black (Here's a link: http://products.wdc.com/support/kb.ashx?id=3u4Yhx). You can also check for any memory leaks (I doubt that it would be the problem, but it wouldn't hurt to check).
