Best CPU Heatsink

For the heatsink the Noctua NH-D15, the cryorig r1 ultimate or Phanteks PH-TC14PE.

As for orange fans I'd reccomend Cougar vortex fans, green not really sure. 

Hey guys I'm new to the forums and decided to ask a few questions for my next build.
What's the best cpu heatsink I can get?
My future build will either be an all-orange rig, or all lime green so I would get rid of any fans on the heatsink and get nicely colored ones (aesthetics give more performance to your pc, everyone knows that.)

So basically my questions are: What's the best heatsink? What are the best orange or lime green fans?

I'm using an i5-4670k so I'm using lga 1150. 
In the future I'd upgrade to an i7-4790k if money permits me to do so, but still I'd be on the lga 1150.

If you want aircooling the Noctua D15 is your best shot. Don't know about (good) orange fans... http://www.xigmatek.com/product.php?productid=148 ?

I really like those fans, and is the noctua heatsink good? Like if I weren't using the noctua fans (Which I have been told are very good but have yet to use them myself) would the heatsink still be good? I'm most likely not going to be overclocking, and if I do it'll just be to say that I did it and to experiment a bit, I'm mainly just looking for something that could be cooler and quieter than a stock heatsink.

It'll still do a very good job at keeping things cool and quite, especially when you're not overclocking.
