For $20, I would go for the 290X any day of the week. But that's just me.

wait, nvm I found a 290 for 270$ so the difference is now 60$

For $60, hell no, get the R9 290 instead.

Well it depends. If the 290 you found is a reference model and the 290x for 60$ more is a nice aftermarket one (Powercolor PCS+, MSI Gaming, Gigabyte Windforce, Sapphire Tri-X or Vapor-X), I would say yes. Go for it.
