I tried to test the internet speed with an ethernet cable connecting the router to the computer and the test timed out.

Then you should definatley contact your ISP. 

Changed it and...

Change it back! Have you spoke to your provider, sounds like it could be an issue with the wiring from your house to the main switch on your street.
