Windows Not Moving With Mouse

You need to set up visual effects, click right on "My Computer" choose properties, then pick advanced system settings, window will appear, choose advanced tab, then choose settings of performance/efficiency group (the top one). Sorry but my system is not in english so names may vary.

When I drag a window with the mouse, the window doesn't follow. Only the outline shows up until I let go and then the window blinks to where I moved it. I just switched out my old AMD 7870 for a GTX 970 and it upset things a little. Res got bumped down to 800x600 and it went to the basic color scheme (not sure if that's what it's actually called). I changed those back but the window dragging problem remains. I'm not sure what setting it changed or where to find it. Hope it all made sense
