Question about RAM timings...

Timings are 'access times' or CAS Latency, These are delays and you'd want the timings to be as low as possible. What you posted is CL9 which is very typical.

Ram timings are how many ticks of the clock it takes to do said action. You can't judge RAM on timings alone as you need the frequency the clock runs at to be able judge the latency in seconds. Higher speed RAM goes through ticks of the clock faster than lower speed ram. If you really want to know how long it takes to load a word from memory check the timings under words in this table.

That being said, RAM has very very little effect on gaming performance besides if there is a capacity limitation in play. (like having 4 Gbs when the program needs more)
