I see you have the latest drivers and you say your temps are fine, the only thing i see WRONG in the picture you posted is that in the BUS INTERFACE section it says

"PCI-E 3.0X16@ x4 1.1"     What motherboard are you using? But most important WHY are you using a x4 PCI-E lane? When your GPU is idleing it should be read as this:

"PCI-E 3.0X16@ x16 1.1" And when you stress the card, that "1.1" should rise to "2.0", "2.1" or "3.0" depending on your PCI-E version, but that x4 means you have the GPU inserted in a x4 slot.

Please specify the motherboard you are using and if you can USE the x16 lane.

Juan Remes GPU-Z image, with the same GPU (R9 270x) but a different brand (MSI), has a much newer BIOS version if you look at the numbers.

I don't have much experience with AMD graphics cards but I do know that they break/are broken alot. You might want to try RMA'ing it. :(

If you did update the Bios and there is still the problem, yeah you should RMA it, it means you make valid your guarantee, contact the store where you purchased your GPU and ask for a replacement, because the GPU came bad from factory

Yeah at first , I use VGA@Bios by Gigabyte and it's not working . It said that flash bios failed bios version not match . So i have to use AtiWinFlash to flash my Vbios. The problem is still there LOL

Don't use third party tools, just return the graphics card to the shop as it's a bad/broken one :(
