My guess is that you are using VGA or HDMI.

If HDMI look for underscan or overscan settings in the Nvidia or AMD control panel, and play with them. HDMI is tempermental. Of course make sure the resolution is correct.

If it is VGA, then the resolution is wrong, you can adjust that in the Windows screen resolution panel. If it is at the native resolution, go on the monitor and look for "Auto-Adjust" to adjust the image on the screen.

I recommend using DVI or DisplayPort for a problem free setup, if you can.

I dont think so, when i first booted up my pc it was the full 23 inch, but after i installed my graphics card stuff from the cd it switched

 

What's the card? And download the latest driver for the card, instead using of the CD. Try adjusting the screen settings in Windows(or whatever OS you're using).

from the AMD or nvidia control panel you will find an option for overscan. Drag the slider up until you get to the edge of your monitor and hit apply.

I am using hdmi, and i found what you were talking about by accident haha, but thank you all for helping
