Hey there. Some days ago my PC worked perfectly and while I was gaming it just shutdown and the PSU made a little *shwosh" sound. And I couldn't start it again. So I bought a new PSU, installed it and the PC started. However the BIOS was corrupted or something because it had to re-install itself(Dual-BIOS). After that Windows came up and everything seemed normal. So I started Netflix and started watching "Friends"(Cause why not?) while I was casual watching videos on YouTube. But when the next Friends episode was about to start, it couldn't start at all. And the videos on YouTube couldn't start either. So I started Spotify to try the sound their, no success, Spotify actually crashed. Then I tried a local video to see if that worked, nope, it wouldn't start. So I tried a .webm file with no sound, just video. It worked without any problems.

So I restarted my PC and it wouldn't shutoff completely. So I had to "strangle it do death". When I started it again it worked, for sometime, then the problem came up again. Also while the sound is working, I can shutdown my PC normally.

I've tried updating the BIOS and sound drivers, I also tried re-installing Windows 8. Nothing worked.

 My setup:

Gigabyte GA-Z68X-UD3H-B3

MSI Ligtning GTX 780

16GB RAM

Samsung 830 SSD

Western Digital 3TB

Intel I7 2600K

I have the Steelseries H Wireless headset(External Soundcard??)

For troubleshooting purposes:
-Reinstall sound drivers

-Try another audio-out (dont think this can be it but its worth a shot)

-Go into headphones properties>advanced and change the format

-Check your Start>Computer>Properties>Device Manager for anything that seems out of place
-Might not hurt to do a clean windows install

Already done that. Also went into service.msc to restart "Windows Audio" but it wouldn't start again.

Did you do all of the above? even a clean install? Because that might point to a hardware problem.

I'm not sure about the usb part it might be worth a try. But then again applications crashing because of a faulty audio card seems a bit farfetched to me.
