Help modding VBIOS

I don't know what to do when it comes to actually modding the vbios on this card.

Now for turning down my fan limit do I just put a minimum percent in here and save it and flash it then make a profile in afterburner orrr..

I also want to give my card a little more power limit and voltage to play with, how would I go about that safely?
