Chrome in Fullscreen

I remember a couple years back when I was able to hit F11 and make Chrome go into fullscreen mode like it is now. However I had the ability to simply move my cursor to the very top of the page and have the address bar automatically drop down when I need it. Now when I hit F11 it takes me to basically a pinned version of Chrome, being stuck on one tab.

 

So am I missing something or is this just how Chrome handles fullscreen now?

Is there a work around if that is the case?

Was never aware that was a thing.

There's probably an extension that'll do the job.
