Seems like it...

Are you running any tasks in the background?

Just remember: Random people on the internet ALWAYS know more than professionals, when someone's lying, AND can predict the future.

Load temps?

From info in OP, seems like it could be a bad thermal paste application

You will want to remount. I idle at around 30-35C in an 80F room.

However, idle temps are not as important as load temps. You also fail to mention CPU.

I used intel extreme tuning ultility to stress test and it was around 75-80 i ran for 10min but when it was done and is idling at 5-1% cpu usage it stays 40-50 so should i redo the thermal paste? And what thermal paste do you recommend?

That is definetly bad mount. I before I just thought you had mixed low load and idle. I get 40C+ temps under low load of 10-15% while idle is 37C and full load 63C (max 67C).
