Screen goes crazy

Hi, a while ago I bought the 7970, specifically the XFX Radeon HD7970 Black Edition, it came with 1050/1450 in clock/memory, i haven't done any overclocking in it because my city is quite hot, but my PC is well cool, the ventilation is good and everything else, but one time from another the screen just starts flickering, and it won't stop until i reboot the PC

It doesn't happen only when gaming, but surfing the web or watching a video also caused this

Does that mean i have a bad video card?     

Is there any way to fix it?

 

Would Underclock help?

It happened again right now, but when i closed NetBeans this time it went away, but the image looks strange, as if it was low-res, but when i try getting the resolution down it only gets worse

where did you buy it? if it is a local store then you should send it back and let them test it.

I bought it 8 months ago, never had showed any problems, i bought it from an online retailer

Can you RMA it? if you have a year long warranty, you should be covered
