Okay, When you also have it plugged in with another monitor, go to device manager, then in the monitors section make sure that A, both your monitors are detected, and B that one of them isn't disabled and C that there is no '!' triangles on either one.

 

If it isn't try right clicking and 'update driver software' on each one. 

 

While you are also in device manager click on display adapters and make sure they also aren't showing any error messages. 

 

 

Some other things you can try, but I doubt will do any good. 

 

Limit your fps to your VGA monitors cap.

Reduce your resolution.

reduce scaling.

reduce color quality

 

Failing this I would then try a new install of your drivers.

 

 

(You have made sure the monitor works by testing it with something else right? AND a different cable)
