You have to mount an ISO image...use a tool like Rufus to do that. The basic steps would be:  

1. Download Windows off of the internet  

2. Format the USB drive (it should be over 4gb)  

3. Use Rufus by selecting your downloaded file and the USB drive and let Rufus do the rest of the work  

4. When you boot up your PC with the USB plugged in, it should boot into the Windows installation

okay, thanks? and the same steps if i have the actual oem disc?

If you are trying to use a CD ROM instead of a downloaded file, then you would need another program to get the ISO image from the CD. Consider ImgBurn for that. After that, Rufus will do the rest. Although I could type the instructions, they would be hard to follow; so I'd just recommend watching youtube videos over it. 

  

However, I would personally recommend downloading the ISO file right off of the internet, since thats much easier in my experince. Just make sure to have the product key ready and to download the correct version of Windows (ie don't download Win 8 Pro if you have Win 8 Home).
