So im doing an upgrade from a C2Q (dont know the model number, it was passed down to me) with an evga mobo to a g3258 and an asrock z97pro4 mobo. Is it possible to install the new hardware without a fresh install, or would i need to reinstal windows and all of the programs asociated with it

You may have some confilcts with the drivers, but otherwise it should work fine without a reinstall.

My arsenal: i7-9700k Gaming Rig, an iPhone, and Stupidity.

I always found that replacing the mobo with a new mobo requires a fresh install. Though you can try the steps here. I have and it worked, it just needed the key to be reactivated (all programs etc etc stayed).
