Hm.
Do you have any other hard drives installed? Also, make sure the drive you're installing on is completely wiped.
I figured it out finally.
I changed two things at once, so I am not sure which it was, but here is what worked.
1. Made a bootable usb drive instead of DVD
2. Changed the iso file to Windows 7 Enterprise
I didn't remember that I had Enterprise on the old HDD and not Ultimate. So my guess is that it was probably the ISO file change.
