How do you restore backup created from windows 7 from windows 8.1?

I think you have to go to advanced boot to do it, use PC settings to boot into advanced boot or whatever it's called.

Both should give you options to create recovery media (cd or dedicated thumb drive) I think you can also use the install disk to run recovery. If it's oem and pre installed, odds are there's a recovery partition that you boot into (you'd have to source your manual to find out how).

You can restore a backup created on a computer running Windows XP or Windows Vista to a computer running Windows 7 by following the steps below;
 
To restore a backup created on a computer running Windows XP
 
1. Download and install the Windows NT Backup - Restore Utility for Windows 7 from the Microsoft website.
2. Click the Start button Picture of the Start button, click All Programs, click Accessories, and then click System Tools.
3. Click NTBackup-RestoreUtility and then follow the steps in the wizard.
 
Note
 
If you need to restore a backup that was created on a computer running Windows XP and was saved on tape, you will need to restore it on a computer running Windows Vista. Removable Storage Manager is not included in Windows 7 and is required to restore a backup that was saved on tape.
 
To restore a backup created on a computer running Windows Vista
 
1. Open Backup and Restore by clicking the Start button Picture of the Start button, clicking Control Panel, clicking System and Maintenance, and then clicking Backup and Restore.
 
2. Click Select another backup to restore files from, and then follow the steps in the wizard.‌  Administrator permission required If you're prompted for an administrator password or confirmation, type the password or provide confirmation.
