Windows firewall / file problem

1) Whenever i download anything from google, be it rar file or exe file, I have to go to properties and unblock it before proceed or else it wont work, i also need to tick run as admin in the properties, the run on admin option is not available to me on right click. Im set to admin mode but this is annoying.

 

2) Windows firewall doesnt response to me, i click it in control panel, nothing happens, no error pop up or anything.  It just wont open up..
