Hello, As of recent i have been having strange and sudden cpu usage spikes which is causing my computer to stutter horribly and drop frames in games and such. From what i know it can't be a virus for i very recently factory reset my computer. and have changed my nvidia settings to single display performance, and tested it on shadow of mordor. it jumps mid 30 to 100 then back. What could be the potential problem I used to run games like this just fine. Any and all help is appreciated and thank you. Oh and also it appears some of my cpu's are parked, now would unparking it cause damage to my machine or improve performance?

Have you noticed any performance differences? And it's perfectly normal for your CPU to go to 100% while playing game.

I actually couldn't underclock my 5 year old GPU to make it as slow as a next-gen console.

Yes i have noticed a performance difference, the problem is the strange frame rate stutter i have, not only in games but in videos as well.
