Oh, thanks for the response. Well the plan was to get fx6300 but my aunt bought this one instead(i was ordering parts from US, cheaper the my country)

What you can do to significantly reduce heat output is go into the BIOS and underclock your CPU to FX 8350 speeds, which at 125W TDP will be a lot easier for the 212 Evo to handle.

My fan on 212 evo just goes crazy sometimes. I have amd 9590 and when just browsing the web its at 5% load, sometimes  out of the blue load jumps to 15% or more( which i don't have a problem with) and the fan jumps to what i assume is 50% to 70% percent speed and gets really really loud. How do i terminate this problem?

Here's your problem. 

 

212 EVO is not enough to cool the heat that FX 9590 outputs while running at low fan speeds. It will have to run the fan at higher speeds to keep the CPU cool, which increases noise significantly.

 

The only things you can do are replace the fan with a quieter one or the entire cooler for one that can cool the 9590 at low fan speeds.

The 9590 has a 220W tdp, that's a LOT of heat being outputted..

You can't really fix this because you have to keep your CPU decently cool, you should have checked the TDP before buying CPU+Cooler

 

Edit: In comparison some of the top intel processors have a tdp of 140W.

 

Multiedit: What case do you have? And is there decent airflow in it? A case with bad airflow the CPU cooler would be struggling even more.

Better caseflow might help with the temperatures.

Dude... You have a 9590. That's why it gets all ramped up doing (what seems like) nothing.

Yep that'll definitely help with the heat output and therefore fan noise. I know plenty of people running 8350s off 212 EVO and it stays very quiet
