HELP windows 8.1 permissions!

alright guys, i have a problem with permissions with windows 8.1 because i get this error 

 ! ) Warning: require_once(D:\programs\wamp\www): failed to open stream: Permission denied in D:\programs\wamp\www\index.php on line 20

 

( ! ) Fatal error: require_once(): Failed opening required 'D:/programs/wamp/www/' (include_path='.;C:\php\pear') in D:\programs\wamp\www\index.php on line 20

 

the one line of code that i get the error from is <?php require_once $_SERVER['DOCUMENT_ROOT'] ?> from what i have read it a windows permission error how do i change permission?

Need more info. Is D your main hdd, a partition of a bigger drive or a seperate drive altogether. Did you reinstall the OS?

Intel NUC running Server 2019 + Synology DSM218+ with 2 x 4TB Toshiba NAS Ready HDDs (RAID0)
