Weird RAM issue

So I went into the Bios to check to see if the clock speeds and everything were what they are supposed to be and they were so when my computer started back up everything acted normal with nothing acting slow or anything which makes no sense to me specially since this is a problem that has slowly gotten worse over the course of a couple days but everything seems to be normal now.

Did you reboot to attempt to remedy the issue before?

So I recently put together a new computer using some new parts and old parts and since I have done this I have noticed that everything has slowly acted slower for example moving around steam there will be pauses when moving around through the marketplace that never happened before, games take over a minute to load when before it would be 15 seconds max, task manager will take a while to load up and navigate etc. I have 8 GB of RAM at the moment but task manager will say I am using 88% of all of my memory when i am barely using over a half GB with only google chrome and steam open. I have a Gigabyte Z97X Gaming 5 motherboard, a i7 4790K not overclocked, a EVGA GTX 970, 700 Watt Cooler Master power supply and a terabyte hard drive and my RAM is clocked at 1333 Mhz which I think is the issue but nobody who I have asked so far really knows so any help would be wonderful thanks.

1333 Mhz is the highest that it can get but i opened up CPU-Z under the timings it says DRAM Frequency 666.5 Mhz so would that be my issue?

No. That's normal. 1333 is your effective frequency. 666.5MHz is your real frequency. Take that value times two. You'll get 1333.
