streaming video lag?

ok guys,  i seem to be plagued by some pretty intense lag when watching youtube or other streaming services and it has just been getting worse and worse. i have no idea why, ive looked it up online and find the regular b.s.( clear browsing data, restart computer to reset ram.. blah blah blah) does anybody have a solution to this bizarreness? 

 

system specs:

 

ASUS Maximus hero VII MB

Intel 4790K

2 gigabyte G1 gaming gtx 970's

16GB RAM 

256 GB SSD

Maybe a virus taking up all the bandwidth?

Restart the router?

Maybe an issue on your ISP's end?
