Need help Overclocking! please!

I've been trying to overclock my EVGA GT 640 Dual Slot 4gb Ram using MSI Afterburner, it works with the new clocks sort of, i tried minecraft with ultimate shaders mod, usually i get 15 so so FPS after the new clocks were set i got 36 and i was very pleased, HOWEVER after 3 seconds my gpu was still maxed out on usage but the clock was at 300 so so which is the idling clock speed (i did not set this, its default) but the graph shows for those 3 seconds it ran at 1153 clock speed (was when i was getting 30fps) so my question is, why is my gpu throttling down to idle speeds when i try to play games, i fear this is why overclocking doesnt aid in performance for modded skyrim or other games i play. any ideas?
