keyboard issues

guys...i had this problem in my last keyboard that some of the keys interpreted different resluts...like " (double quotes) is coming if i press shift+2 instead of shift+'...
and the same with @ sign...and even hash...
the straight line symbol doesnot even work at all...
i changed my keyboard to cooler master cm storm devastator hoping this problem will be fixed...but the issue still remains...
i dont know how to solve this....need help..

hmmmm, this could be a result of your operating system having another keyboard layout assigned, and this may have been edited to make that happen

this HAS to be a problem with either your ports on your computer (unlikely/ rare) or the operating system/ software that's all I can think of.
