Premiere Pro CC CPU utilization

When I render a project using .mp4 source clips Premiere pro uses about 88% of my cpu, and it renders faster than the final video length. However, when I use source clips from fraps (.avi) it only uses about 33% of my cpu and takes about 2.5x longer than the final video length. RAM usage is identical in both situations, and no I do not have CUDA enabled as I do not yet have an Nvidia gpu.
